2019 ALL STAR GUIDELINES

 

One of the most exciting parts of Little League Baseball is All Stars.  While All Stars recognizes the hard work, dedication and attitude that some players bring to their game, it is neither the purpose nor the most important part of HLL.  Instead, it is a reward for the few players who, based upon the perception of the managers, demonstrate the best combination of:

 

  • Playing ability (pitching, fielding, batting and baseball IQ)
  • Character  (sportsmanship and attitude)
  • Dedication  (willingness to practice, work hard and strive to achieve goals)
  •  

    Not every Player makes All Stars, and those left out often include some who may be deserving of selection.  But like any other subjective process, there is no perfect system.  All we can hope is that we make it as fair and accurate as possible, while always supporting the ideals of Little League Baseball.

    1.  Eligibility

    To be eligible for All Star consideration, a player must have played in 60% of his/her HLL season games.  Eligibility for All Stars is as follows:

    If you have a question regarding a player's DOB, please ask the Divisional VP.  At the 8YO and 9YO level there is no team A or B team.  Instead, those chosen for All Stars are evenly split into two teams by the All-Star coaches.

    2.  Nominations

    Upon request by the designated member of the HLL Board by the League President, each team must submit their teams nominations for All Stars prior to the date identified by the designated Board member.  Even if a player does not want to participate as an All Star, s/he should be nominated and voted on.  All Star votes are very important to draft rank.

    3.  Voting

    HLL All Stars are chosen by a vote of the managers.  Voting managers or their proxy may attend.   However, only one representative from each team may attend.   Please note, Managers should send as their proxy the coach from their team that best knows the age group on which is being voted.

    Prior to the vote, the manager from each team will be asked to make a concise positive statement in support of their nominees.  Managers for the Minors are required to attend the voting meetings for 11YO All Stars if they intend to nominate a 11YO.  However, after they make supporting statements, the Minors manager will be asked to leave the meeting before voting occurs. 

    At the conclusion of the statements, each manager will vote for 12 "A" All Stars and 12 "B" All Stars.  An A vote will count for 3 points while a B vote will count for 1 point.  For the 10YO -12YO divisions, in determining the District team, the top 10 vote getters (assuming participation) in each league will automatically "make" the team.  The remaining 2 at large selections will be determined by the League President in collaboration with the All Star Manager to ensure the team is best positioned to compete.  Following this process, the "next" 12 will be named Tourney All Stars.  In the 8YO and 9YO division, the managers will vote for "A" and "B" All Stars, but those teams will be divided into even teams as described above. 

    NOTE: Managers cannot vote for the players nominated from their own team.  Only the designated HLL Board Member and/or the President will see the All Star vote totals and the President shall determine any ties.  In addition, the President has the discretion to name a 13th and 14th "A" All Star at the 10YO, 11YO and 12YO levels. If that occurs, then the number of automatic selections will adjust accordingly limiting the number of discretionary picks to at most two. 

    REMEMBER -- ALL STAR SUPPORTING STATEMENTS AND VOTES ARE TO BE TREATED BY ALL PARTICIPANTS AS HIGHLY CONFIDENTIAL AND POTENTIALLY DAMAGING.  ANY UNNECESSARY DISCLOSURE OF THE CONTENTS OF SUPPORTING STATEMENTS OR VOTES IS STRICTLY PROHIBITED.  ANY MANAGER OR COACH FOUND TO HAVE VIOLATED THIS RULE WILL BE BANNED FROM COACHING.

    4.  Announcements

    All Star selections will be announced by posting on the HLL web site.  All Star selections will not be posted until all selections are complete and all participation has been confirmed.

    Regardless if a player decides to participate or not, the player will be recognized as an All Star if they receive the required votes. 

    5.  All Star Coaching

    All Star coaching staffs will be chosen from among the managers and coaches of each league.  Each team will have a manager and one or two coaches.  Coaching decisions are made by the League President and the Divisional League VP.
